Importing finished diagnostics can answer immediate demand, but it rarely builds enduring national capability. A well-designed localisation programme connects the target disease portfolio, expected demand, regulatory pathway, workforce, utilities, supply chain and quality system before equipment is selected.

For PCR and rapid-test production, this means defining what will be formulated, filled, assembled, packaged and released locally. For blood-grouping and medical-plastics programmes, it also means mapping component production, material control, clean environments, inspection, sterilisation or packaging requirements, and the validation strategy.

Technology transfer is a managed capability journey.

A production line alone does not transfer technology. Sustainable transfer combines process documentation, analytical methods, quality controls, training, supplier qualification, maintenance planning, traceability and change control. The local team must be able to operate, investigate, improve and expand the process after commissioning.
